To make matters worse, 84% of the child care centers in the subsidy program reported having few or no applicants, and 71% reported applicants turning down a position due to insufficient pay or benefits. The program offered to find and train new employees at no cost as long as Children’s Harbor agreed to pay and sustain a wage of $17 per hour.
